Kindly be informed that Muscat NOCs are put on hold from 15th to 22nd March 2022. Receiving new applications shall be resumed on 23rd March 2022 through ( Etamid ) portal: www.etamid.gov.om
(Building Layout) NOCs in Muscat Governorate are not affected by above. We are pleased to receive all your NOCs in the Governorates covered by OWWSC services.
Prior to performing any Construction, Excavation, Backfilling, and Route alignment works you are required to apply and obtain a " No Objection Certificate’’ from OWWSC to ensure that it’s assets are not affected by any of these works".

Dear Customer
To complete the registration of your application, Kindly arrange to pay RO 15.750 RO (15 as administrative fees and 0.750 VAT) per application to the company's account (Dhofar bank 01041149016002) and attached the copy of the receipt when submitting your application in the document box.
Customer Relationship Management
Road Construction
- Existing Manholes / Chambers shall not be buried under asphalt road or under any other surface.
- Existing Manholes / Chambers shall be maintained to match the new road levels as per Haya Water standards and specifications.
- All affected Haya Water assets due to road construction, shall be protected by providing a suitable protection system according to Haya Water standards and specifications.
- No new road construction is allowed above any Haya Water Manholes or valve Chambers.
Electrical line
- No electrical cable shall be laid on the top of Haya Water existing manholes / chambers.
- Only hand excavation is permitted for electrical lines crossing existing sewer / Treated Effluent (TE) pipelines and Fiber Optic ducts.
- Cables crossing existing Sewer / Treated Effluent (TE) pipelines and Fiber Optic ducts should be laid at least 1m above them and necessary protection must be provided.
- Electrical cables shall be laid at least 1m away horizontally from existing Manholes / Chambers.
- Electrical cables shall be laid away at least as following:
- 1.5 m away horizontally from existing Sewer / TE lines of larger than 600 mm diameter.
1m away and at least from pipes less than 600mm in diameter.
- Electrical substations must be at least 3m away from proposed and existing Sewer / TE lines.
Telephone/Fiber Optic Cable
- No telephone of Fiber optic cables (FOC) or their pipes/ conduits shall be laid above existing Manholes / Chambers.
- Only hand excavation is permitted for Telephone / Fiber optic lines crossing existing sewer / irrigation pipelines / Fiber Optic ducts.
- Telephone / Fiber Optic Cable shall be at least 0.5 m vertically and 3 m away horizontally from existing sewer/ TE pipelines, manholes and chambers.
- Telephone / FOC shall be at least 1.5 m away horizontally from Haya rider sewer lines.
Water line
- Only hand excavation is permitted for portable water lines crossing the existing sewer/irrigation pipelines / Fiber Optic Ducts.
- Portable water chambers must be at least 3m away horizontally from Haya Water chambers/manholes.
- At all crossing points, marker posts should be placed above the crossing point with full details.
- New portable water lines shall follow vertical and horizontal clearances as per attached GUDAM-011 Rev 01 for Haya Water Assets and Potable Water Line Separation.

Excavation
- Caution must be taken when excavating near plot boundaries due to presence of existing Haya Water network / assets as shown in the attached drawing.
- Caution must be taken to ensure no damage is done to Haya Water networks /assets. Good engineering practices must be followed.
- Final connection to the external network must be designed (Connection Line-step out) as per Haya Water standards & specification and there should be only one connection point per plot. (Drawing attached).
- Temporary connections to Haya Water network is not allowed at any time.
- The contractor must provide a temporary Holding Tank or any means of device in disposing wastewater coming from the onsite office and/or accommodations of the construction worker.
- Excavation must follow safe digging with caution and assume unidentified underground services my be present
Holding Tank (Outside plot)
- Holding Tank must be constructed as per Muscat Municipality standards and regulations.
- The distance between the proposed holding tank and the plot should not exceed 1m.
- The width of the proposed holding tank should not exceed 2m but can be extended in length.
- The final connection to the external network (Connection Line-step out) should be designed as per Haya Water standards & specification. (Drawing attached).
Holding Tank (Inside plot)
- Holding Tank should be constructed as per Muscat Municipality standards and regulations.
- The final connection to the external network (Connection Line-step out) should be designed as per Haya Water standards & specification. (Drawing attached).
- This permit is limited to excavation within the plot boundary only. Approvals of internal the internal sewage network s and holding tank should be obtained from Muscat Municipality
General Condition:
Before the commencement of work the applicant is required to coordinate with Haya Water Engineer
- 1 - Haya Water approved NOC Certificate should always be present at site during execution of work at all the time.
- 2- All other Services Authorities approvals should be obtained prior to the commencement of work.
- 3- For any relocation / reinstatement of Haya Water asset, contractor must get the approval of design, material from Haya Water. All material & works shall be as per Haya Water Standard and specifications.
- 4- The cost for any changes to Haya Water assets due to applicant’s proposal / works shall be paid by the applicant.
- 5- Sufficient numbers of trial pits should be made to locate the existing pipe (Sewer/TE/FOC) and further inspection of Haya Water to give permission for start the work, all trial pits must be manually excavated to avoid any damage to Haya Water assets.
- 6- The cover level of all affected manhole and chambers shall be maintained to the new level and not under any other services.
- 7- Do not (park – up load – off load) any heavy equipment above Haya Water asset during the work.
- 8- Construction schedule to be submitted to Haya Water before commencing the work to avoid any conflict in projects and for better coordination and follow up.
- 9- No existing Haya Asset (Sewer /TE/ FOC chambers/lines etc.) shall be relocated and disturbed without a prior approval from Haya Water. For any proposed / recommended relocation and/or modification of Haya Water assets, the applicant must be apply for the Relocation Application Permit to Haya Water.
- 10- All the safety measures shall be taken and applied on the site during the work to protect the public from any harm and Haya Water asset from any damage.
- 11- This NOC is not transferable. This is approval only to work within the submitted proposal. The NOC is not a permit to enter any private property or alter or disturb any facilities or installations already existing.
- 12- No temporary connection is allowed to Haya water network for any purpose.
- 13- Site restoration clearing / cleaning up to Haya water approval at site is the full responsibility of the NOC applicant.
- 14- In case of any damage/breakage caused to the existing Haya Water asset (sewer/irrigation pipelines, Manholes & chamber) due to applicant work, you should immediately report the matter to Haya Water call center via Tel. No (80077111) and you will be taking the full responsibility against repairing the affected sewer/irrigation pipelines and under your cost.
- 15- Marker post should be provided and placed above the crossing point with full details and for any new proposed FOC, Elect, Water services have crossing with Haya Water Asset.
Note: This permit is valid for 6 months from the date of issue and it should be renewed before the expiry date.
